Washington, 29, was cut by the Patriots in February after catching just one pass for three yards last season in 10 games. In 2007, Washington signed a five-year deal with the Patriots with a maximum value of $22 million.
The Stephens City, Va., native has made free agent visits with the Buffalo Bills and New York Jets and held discussions with the Chicago Bears and the Bengals, according to Speck.
Washington played for Ravens quarterbacks coach Hue Jackson in Cincinnati and was pursued by Miami as a free agent two years ago when Baltimore offensive coordinator Cam Cameron was the Dolphins' head coach.
With the Bengals, Washington posted 72 receptions for 893 yards and nine touchdowns in 44 games. In 2004, he caught a career-high 31 passes for 378 yards and three touchdowns.
Washington played in the minor leagues with the Florida Marlins for four seasons after being drafted in the 10th round.
At Tennessee, he caught 70 passes for 1,080 yards and seven touchdowns as freshman All-American. Multiple injuries, including a concussion and neck problems that required surgery to fuse two vertebrae, hurt his draft stock.
